Certification of professional competence of persons
These certificates confirm the competence of persons for a certain profession or activity. Certification is based on a test or examination.
Why certification of persons?
Based on competence requirements for a particular profession or field of activity, defined by a qualified sector committee, tests or examinations are organized to assess whether participants have these competences.
As a certification body, BCCA organizes and monitors this process. If all requirements have been met, BCCA will issue a certificate for that person.
To maintain the validity of the certificate, it must be shown that the person is effectively exercising the profession. Therefore BCCA organizes inspections and examinations on a regular basis verifying if the person’s competences are maintained.
Individual certification of building inspectors
The building stock in Belgium, as in the rest of Europe, is facing a major challenge. Building sustainability has become a top priority, both economically and ecologically, and will receive increasing attention in the years to come. Sustainability is reflected both in regular and preventive building maintenance and in energy renovation aimed at achieving the 2050 climate objectives.
Condition assessment using a uniform inspection method
Having objective, transparent and reliable information on a building’s quality, maintenance needs and the risks associated with a lack of intervention is crucial for maintaining buildings and planning renovation measures in a sustainable and economically efficient way. To this end, building managers can rely on certified building inspectors to carry out a condition assessment in accordance with the Dutch standard NEN 2767.
Such a condition assessment, carried out using a uniform inspection methodology, provides an overview of the technical quality of building components and technical installations, maintenance requirements, and the risks associated with postponing interventions. It is therefore an objective tool to support decision-making.
For each component, the building inspector determines the severity, extent and intensity of the observed defects and, on this basis, assesses the condition on a scale from 1 to 6, with level 1 corresponding to the quality of a new building.
In addition, the building inspector determines the consequences of these defects if repairs are postponed. These may relate, for example, to usability, costs, image, consequential damage and safety, and are assessed according to the manager’s priorities.
A condition assessment is generally combined with a complementary exercise such as the development of a multi-year maintenance plan (MYMP), cost estimation, or the development of renovation strategies.
Certification of building inspectors
BCCA certifies building inspectors to carry out condition assessments in accordance with the NEN 2767 standard.
Such assessments require in-depth expertise in construction and/or building services engineering; and inspection reports must be prepared objectively. Candidates must first pass both a theoretical and a practical examination. Subsequently, their condition assessments are monitored annually on a sampling basis by an independent, impartial, and competent committee. Each certified inspector is required to regularly attend continuing training courses.
In this way, the quality of condition assessments is guaranteed and building owners can rely on the results with full confidence.
